How to use the record
Start with p=none
You observe without blocking anything and get reports at the rua address.
Read the reports
For a few weeks: find out who sends on behalf of your domain and fix SPF and DKIM.
Tighten the policy
Move to quarantine and then, if everything is in order, to reject.
Publish it as a TXT record named _dmarc (that is _dmarc.yourdomain). Start with p=none and a rua address that exists, read the reports for a few weeks, then move to quarantine.
Then check the result with the DMARC checker.

Must the rua address be on my domain?
Usually yes. If you use an external service to read reports, follow its instructions.
